Job Description:

Role and Responsibilities:
The Functional Project Controls Engineer (PCE) is responsible for project controls implementation in functional baselines.

The PCE receives operational supervision from the assigned Functional Manager and receives technical direction and programmatic guidance from the Manager of Project Controls and his/her Deputy.

Position Duties: General
1. Provide day-to-day project controls support to Functional Managers and their respective teams.
2. Implement functional direction in day-to-day activities.
3. Implement UCOR's Integrated Safety Management System through use of the five core functions and seven guiding principles in planning and execution of work.
Functional Support
1. Perform cost engineering, analysis and control activities, schedule development, maintenance, and monitoring activities.
2. Support functional organizational and administrative activities when delegated.
3. Provide guidance to Functional Managers and Functional Team members on Project Controls issues.
4. Prepare monthly job man-hour and cost reports for comparing budget and actual data on functional budgets.
5. Enter the costs and man-hour estimates into the performance monitoring system for functions.
6. Analyze trends and problems in relation to cost and/or schedule data.
7. Prepare cost-trend estimates and assist in the preparation of change orders for functions.
8. Prepare and status functional schedules in Primavera Project Planner.
9. Review and verify schedule status based on functional team and subcontractor input for actual progress.
10. Work with functional team members to analyze problems and recommend solutions.
11. Develop, maintain, and control integrated baselines.
12. Prepare budget request documents to include opening of functional cost codes and providing subcontract accrual data as required.
13. Review time charges against functions and coordinate corrections as necessary.
14. Prepare, analyze, and present cost, estimating, planning, scheduling, and performance information to management.
15. Support management team at meetings, i.e. Functional Performance Reviews, Monthly Status Reviews, Life Cycle Baseline meetings, funding meetings, and misc. data calls.
16. Support internal, DOE, I.G., and GAO audits as required.
Grade 24:
Required Education/Experience:
Education/Experience:
Bachelor's degree in business, finance, project management, construction management, engineering or other related discipline plus 4+ years of related work experience; or equivalent combination of education and directly relevant work experience. Project Management Professional Certification (PMP) desired.

Level Specific Responsibilities:
- Under minimal supervision, acts as a fully competent Project Controls Engineer in all conventional aspects of the subject matter or the functional area of the assignments.
- Responsible for the coordination and limited direction of estimating, planning and scheduling, cost engineering functions and resources for the purpose of providing high quality estimates, budgets, cost and schedule analysis and timely, accurate reports for measuring the performance and progress of projects.
- Assists in the preparation of cost and scheduling procedures for projects. Responsible for the validity of the project coding structures and work packages in the assigned area. Designs or assists in the design of a work-breakdown structure.
- Complete understanding and application of Project Controls principles, concepts, practices, and standards.

Bachelor's degree in business, finance, project management, construction management, engineering or other related discipline plus 7+ years of related work experience; or equivalent combination of education and directly relevant work experience. Project Management Professional Certification (PMP) desired.

Level Specific Responsibilities:
- Under administrative direction, applies an extensive and diversified knowledge of Project Controls principles and practices in assignments and related work.
- Responsible for the preparation of project control procedures for projects and the direct support of the project manager in the planning and execution of Projects. Participates in improving techniques for estimating, planning and cost control.
- Develops forecasts and assures that all pertinent information is updated in relation to the present scope of work.
- Acts autonomously on smaller projects and may also be responsible for supervising a staff of project controls personnel on larger projects.
- Applies extensive Project Controls expertise and has full knowledge of other related disciplines.
