Division (NND) performs a wide range of scientific, technical, and

pertaining to nuclear materials processing, management, and
transportationThe Verification Technologies group within NND at
ORNL seeks applications for a Nuclear Nonproliferation Technical
SpecialistThis position manages and drives a variety of projects
primarily sponsored by the National Nuclear Security Administration
(NNSA) Office of Nuclear Smuggling Detection and Deterrence
(NSDD)Other project sponsors may include the NNSA Office of
International Nuclear Security (INS), NNSA Office of Radiological
Security (ORS), Department of State (DoS), Defense Threat Reduction
Agency (DTRA), International Atomic Energy Agency (IAEA), and
Department of Homeland Security (DHS) Combating Weapons of Mass
Destruction (CWMD)A primary role will be the Functional Area
Manager for Assessments which involves developing, implementing,
and managing assessments of counter-nuclear-smuggling systems for
system effectiveness, efficiency, and suitabilityA secondary role
is to act as a product owner for ORNL-developed software products
used to maintain and report on the status and performance of
counter nuclear smuggling systems Major Duties/Responsibilities:---
Collate multiple varying data streams (some structured, some
unstructured) into reliable and consistent metrics to report on
counter-nuclear-smuggling systems for effectiveness, efficiency,
and suitabilityInterface closely with ORNL management and with the
federal sponsor, providing weekly and quarterly updates on
progress.
* Represent the software team to stakeholders, both internal and
external.--- Work with software team members to develop
requirements and prioritize the development backlog(Software
development skills are not required.)
* Assist in the technical evaluation of new radiation detection
systems and other components potentially used in a counter nuclear
smuggling architectureDevelop analysis plans, develop test plans,
execute test plans, write test reports, and present results of
testing to government officials.
* Collaborate with project managers, subject matter experts, and
researchers on other nonproliferation projects as needed.
* Perform data analysis of existing radiation detection systems,
using both existing tools and the potential to develop new analysis
methodologies.
* Collaborate with colleagues at other national laboratories to
develop solutions that benefit the wider program, not just a
specific implementation.
* Occasional travel to support domestic and international
engagements related to work scope.
* Control schedule, budget, and costs for project activitiesAll

successBasic Qualifications:--- BS/BA in engineering, scientific,
nonproliferation, or related field and five (5) years of relevant
experienceAn equivalent combination of education and experience may
be considered.
* Experience with radiation detection technologies, their use, and
their sustainment in diverse environments.--- Leadership skills
commensurate with experience.--- Experience writing project reports
and presenting results to technical and non-technical
audiencesPreferred Qualifications:--- Excellent interpersonal and
communication skills (written and verbal) to direct project work
and to interact with co-worker, customer, design, research,
development, and vendor personnel.
* Experience with counter nuclear smuggling systems is desired.---
Experience testing, analyzing data from, and/or delivering training
on radiation detection systems.
* Experience collating varying data streams (structured and/or
unstructured) into reliable and consistent metrics.
* Experience working with software teams as a product owner,
project manager, expert user, or similar role is desired.
* Experience writing and implementing equipment test plans.
* Self-starter able to set priorities to accomplish goals and meet
milestones independently and collaboratively in a team
