Job Summary
Oversees and manages the design, implementation, communication,
administration, financial analysis/forecasts, metrics, compliance
and audit of all total compensation programs including base salary
and incentive plans, executive compensation and perquisites, 401K,
deferred compensation, group benefits, and taxable
rewards/recognition (cash/non-cash) programs in light of external
market trends and best practices. Manages the day-to-day activities
of benefits and payroll administration ensuring timely and accurate
payroll processing, benefits administration, compliance testing and
required filings. Reviews programs, suggests modifications, and
ensures achievement of competitive market position and other goals
identified by the organization. Responsible for ensuring programs
meet employee needs, comply with legal requirements, and are cost
effective. Ensures programs enhance the organization's ability to
recruit and retain employees. Delivers sustained stable payroll and
benefits to the employees of Cirrus Aircraft.
Position Location: Cirrus Aircraft will give candidate preference
to those either residing or willing to relocate to our primary
offices in Knoxville/Alcoa TN or Cirrus Aircraft HQ in Duluth MN.
Candidates that live in proximity to our other offices nationwide
will also be given consideration for a remote opportunity. These
include Orlando/Kissimmee FL, McKinney TX, Phoenix AZ, Chicago IL,
and Minneapolis MN.
Duties and Responsibilities/Essential Functions
Total Compensation
Manages total compensation philosophy and framework encompassing
base compensation, incentives, and non-cash rewards for a domestic
US, expatriate and international population.
Evaluates and compares existing total compensation programs with
competitors through benchmarking, surveys, and other sources of
information. Analyzes results of surveys and develops specific
recommendations for review by management.
Manages the organization's annual process for merit, pay structure
and incentive compensation planning.
Partners with stakeholders to develop and drive compensation
philosophy and strategy; teams with regional HR resources on local
implementation.
Ensures compliance with provisions of state and federal
governmental regulations; reviews and analyzes changes to state,
federal, and international laws pertaining to compensation; reports
necessary or suggested changes to management.
Ensures compliance to audit control objectives.
Responsible for managing ex-pat policy/program design, development
and administration.
Provides day to day compensation support to managers and members of
the leadership team.
Conducts market pricing for new talent positions.
Reviews merit increases and promotions to ensure they are within
appropriate ranges.
Payroll
Oversees payroll processing, including the review and verification
of payroll data to ensure accurate and timely processing.
Reviews manual check processing inclusive of performance incentive
bonuses, termination checks, and other prior to payment.
Ensures compliance to control practices.
Responds to escalated payroll-related inquiries; resolves employee
issues.
Oversees preparation of month-end and government reports.
Develops, implements, and manages payroll practices, policies, and
procedures.
Identifies payroll vulnerabilities and opportunities for
improvement.
Serves as primary backup for biweekly payroll processing.
Benefits
Through broker relations and strategy meetings makes proposal to
executive management regarding carrier changes, plan design changes
and other offerings.
Oversees the Open Enrollment process.
Oversees benefit administration, ensuring accurate and timely
processing and compliance with regulatory requirements and audit
control practices.
Human Capital Management System (HCMS)
Leads configuration, implementation, administration and evaluation
of HCMS system.
Works with technical resources to create/edit existing programs in
order to gather and report data as necessary.
Identifies HCMS training needs of end users; assists with
development and presentation of training programs as needed.
Establishes and maintains up-to-date HCMS standard operating
procedures.
Leadership
Manages a team of professionals; ensures team has a thorough
understanding of the business to address complex needs; trains,
mentors and empowers the team to develop the necessary subject
matter expertise to excel in day-to-day service delivery as well as
conduct ongoing continuous improvement efforts focused on cost,
efficiency and customer satisfaction; promotes and recognizes
performance.
Assigns duties and monitors quality of work; assures staff conforms
to organizational policies and procedures and government
regulations.
Conducts periodic customer and team meetings to ensure problems are
addressed and to ensure customer satisfaction.
Handles escalated issues and/or concerns.
Keeps up to date on overall activities of the team, identifies
problem areas and takes corrective action.
Qualifications

Minimum 10 years' experience in related field
Bachelor's degree in human resources, business, finance, or related
area; or equivalent combination of education and experience
Excellent leadership, communication, and management skills
Strong business acumen including an understanding of business
strategies, competitive challenges and the financial impact of HR
decisions
Strong analytical and problem-solving skills
Strong written, verbal and interpersonal skills in order to
effectively communicate complex and technical information; must be
able to demonstrate the ability to read, write and speak the
English language
Must be trustworthy with highly confidential information; calm
under pressure and meets deadlines
Advanced user of Microsoft Office applications, including pivot
tables, look-ups, charts/graphs, formulas and functions
Computer savvy, able to navigate and master the Company's HCMS
Experience working with and presenting to executive management or
Board of Directors
Versatility, flexibility, and a willingness to work within
constantly changing priorities with enthusiasm
Some travel required (up to 10%)
Professional certification (CCP, CPP, CBP, CEBS) desired
Knowledge of UltiPro HCMS and Cognos Business Intelligence
reporting desired
