Required Documents Needed at Time of Application: Resume and copy of unofficial transcripts Position #: 101290 Type of Appointment: Full-Time (Grant funded until 6/30/2020) Position Summary: The Knoxville area IT and Engineering (KITE) grant program is a 4-year, $3.8 million Department of Labor, H-1B TechHire Grant Program. Funded in July 2016, the grant will serve 420 participants by its conclusion on June 2020. KITE will focus on removing barriers facing unemployed or underemployed 17 to 29-year-olds in order to obtain middle and high skill jobs in the information technology (IT) and advanced manufacturing (AM) sectors. KITE targets underrepresented populations, including African-American and other minority young adults, in obtaining the industry-recognized credentials and degrees necessary to obtain high-wage, in-demand tech careers in IT and AM. Under KITE, employers and other partners will prepare participants for appropriate education, training and careers through: (1) targeted outreach and assessment, (2) rapid math improvements and training, and (3) work-based learning. Credentials: Associate of Applied Science AAS degrees in Computer Information Technology: Cyber Defense, Networking, Programming, or Systems Administration; AAS degrees in Engineering Technology: Automated Industrial Systems, Industrial Maintenance, or Manufacturing. The Recruitment and Outreach Specialist (ROS) job is to recruit and screen, participants referred to KITE from the grant's partners (LWIA 2, 3, & 4, CBO's like, KnoxWorx, Connect Ministries, Knoxville Area Urban League, Project GRAD, and PSCC's ASAP, TRiO, & UPEP Grants) The ROS will maintain and make suggestions for improvement of a Participant Intake Form (PIF) that will be used for all candidate screening. The ROS will be coordinating efforts and building relations with new Community Based Organizations (CBOs), and will provide the Participant Intake Forms and process referred candidates to PSCC for KITE services. The RIS will ensure consistent application of eligibility screening, and will design, develop, and conduct training during the first six months of the grant implementation. Ongoing support by the RIS will occur, through monthly recruitment and intake meetings between PSCCs Grants, LWIAs and CBOs. The ROS will ensure consistent application of eligibility screening. Once participant eligibility screening has occurred and the PIF filled out, the PIF is then forwarded to the ROS, who will verify eligibility and documentation and input into the G-Stars participant tracking system. The ROS will be responsible for ensuring that at least 75% of participants are in the young adults with barriers to employment target group, and will maintain all participant files during the program. Once the ROS has verified eligibility, the participant will be eligible for assessment screening and enrollment in the appropriate training track. For non-traditional adults or young adults with barriers who are enrolled in KITE, the RIS will document their age, work history, and transferable skills for either IT or manufacturing. A financial need assessment will be conducted as part of the enrollment process and coordinated by the ROS. It will be the responsibility of the ROS to design and develop the financial need assessment. The ROS will ensure that participants are provided information on how to complete the FAFSA, as well as utilize an array of potential supports as provided by either community-based partners or the LWIAs. Required Documents Needed at Time of Application: Resume and copy of unofficial transcripts Typical Duties & Responsibilities: 15% Implement the PIF with all grant participants and make adjustments as needed. 10% Assist the Outcomes and Data Specialist in the design, development, and implementation of Participant tracking Touchpoints and input all information concerning Participants in the Participant Tracking Software10% Recruit and screen participants refered to KITE from the grant's partners (LWIA 2, 3, & 4, Community Base Organizations (CBO's) like, KnoxWorx, Connect Ministries, Knoxville Area Urban League, Project GRAD, and PSCC's ASAP, TRiO, & UPEP, Grants) and conduct applicant eligibility screens.15% Work closely with enrollment staff as well as Engineering Technology and Information Technology faculty to assist in student recruitment and program promotion through various events as needed.10% Develop relationships with new Community Base Organizations (CBO's) and local area high schools for the purposes of Participant referrals. 10% Recruit and Screen potential participants from local area high school.10% Writing and submitting Monthly Progress Reports and Recruitment Activity Reports. Entering recruitment and outreach activities data in to the grant's GStars database system Required Qualifications: Bachelor's degree from an accredited institutionA minimum of two (2) years full-time work experience working with students in a student recruitment, financial aid or federal grants intake/eligibility related field (Part-time work experience is calculated at 50% credit of full-time work experience) Preferred Qualifications: Master's Degree from an accredited institution1 year experience working for a Federally funded grant program Pay Rate: $39,750 - $49,020.00/per year.
