Project Controls Specialist

ResourceTek is the Human Capital division of Barge Design Solutions, a multi-discipline Engineering and Architecture firm. We specialize in providing technical recruitment and staffing services to industry and government in all areas of Engineering, Information Technology, and a broad range of other technical disciplines.

In support of our client, a multi-discipline provider of engineering, environmental, technical, and administrative/personnel we are looking for a Project Controls Specialist to fill a direct hire need. This person will ideally sit in the Oak Ridge, TN office or Rock Hill, SC office. Travel to project sites will be required.

This person will be fulfilling roles as a Project Scheduler and an Estimator so will need to have experience in both areas, as well as other Project Controls.



Scheduling Duties will include but are not limited to:



Collaborate with the Project Managers relating to Project Management and Construction Engineering for various projects.
Review and analyze contractor's initial and monthly updated CPM schedules for logic, duration changes, milestone changes.
Visit construction sites to monitor activity progress.
Manage concurrent delays and determine whether delays are excusable and compensable.
Identify and manage the need for a modification to scope, cost, and/or schedule based on collaboration with field management team and Operations Manager.
Collaborate with others on the issuance of the contractor request for proposal.
Prepare the final documentation and wording for the modification including justification for cost and time involved for final submission to the Contracting Officer
Prepare correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments.
Must possess proficiency with industry standard software packages such as Primavera" P6", Microsoft project, Cost works, and RS Means.



Estimating Duties will include but are not limited to:



The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

Prepares and reviews capital cost estimates. Develops productivity analysis of construction operations and verifies results by manpower and crew analysis of work operations by craft.
Works with other disciplines and functions to collect all necessary data on scope and quantities to prepare an accurate estimate in specialty discipline areas. Performs analysis on functional input.
Participates in establishing pricing structures to be applied to quantities for estimates. Ensures that estimate is in line with market trends and pricing.
Manages variations and changes to base estimate and ensures that implications of changes are evaluated before finalizing the solution.
Influences aspects of the specification in the interests of cost rationalization.
Generates and retrieves reports in the appropriate software application, understands and summarizes the data in the required presentation for management reviews.
EPC/EPCM/EVMS experience on major infrastructure projects.
Preparation of electrical discipline estimates
Proficiency in estimating applications used for discipline estimates.



Qualifications and Education Requirements:



Bachelor's degree plus a minimum of 9 years of professional experience or, in lieu of a degree, 15 or more years of professional experience.
9 years of CPM scheduling and estimating experience
Experience as a Construction Manager
Significant experience in heavy electrical infrastructure estimating is highly preferred.
Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, perform, and present cost estimating products with a minimum of supervision.
In-depth knowledge of project schedules and ability to predict/extrapolate costs curves based on experience of scheduled activities/cost correlation analysis.
Knowledge of manual labor performance, equipment production and derivation of composite craft/category labor rates.
Technical and practical comprehension of engineering, procurement and construction methods and techniques.
Proficiency in Microsoft software applications (Word, Excel, PowerPoint).
Skilled in oral and written communication with demonstrated ability to present estimating information to peers and management.
