POSITION SUMMARY: This position requires demonstrated understanding of estimating core processes, advanced understanding of estimate classifications and types, and familiarity with industry standard means and methods for construction, demolition, and similar scoped projects within Federal Markets. This position will be our lead estimator for our expanding operations supporting the Department of Energy, the United States Army Corps of Engineers, and other Federal customers. This position will support all phases of execution through cost management support. This includes estimate development for new proposals/RFP's, change order pricing, and active project cost management. This position requires understanding of Work breakdown structure and associated principles. Daily activities will include being embedded with project teams, soliciting input from the technical subject matter experts to ensure all dependencies (internal and external) are documented and tracked; actively supporting Integrated Estimate Baseline Reviews; interfacing with other internal teams to develop and prepare resource assignments, solicit vendor bids, complete take takeoffs using electronic bid software, identify and document risk categories, manage the integrity of the baseline data, status and provide inputs in support of the EVMS. Candidate must be able to communicate the basis of estimate, assumed means and methods, assumptions, risk, and other factors driving final estimate development to senior level audiences. Must be a team player and able to communicate effectively across internal and external team members. MINIMUM QUALIFICATIONS. EDUCATION/TRAINING: Five (5) to ten (10) years of experience with Department of Energy, Army Corps of Engineers, or Federal estimating of civil, mechanical, and electrical project scopes. KNOWLEDGE AND EXPERIENCE: * Experienced with the preparation of Order of Magnitude, conceptual, preliminary, definitive, change order, and estimates for contract action using appropriate methods and techniques. * Experienced with producing quality, detailed material quantity take-off from drawings, sketches, and technical specifications. * Knowledge of technical processes, engineering drawings, quantity determinations, and mathematical operations. * Experienced with the preparation of project and discipline estimate summaries including material/labor/ and vendor/subcontractor inputs. * Experienced with the development and preparation of the Basis of Estimate. * Participates in estimate reviews as assigned. * Should have a working knowledge/understanding of logic-based schedule development, able to contribute to the schedule development when needed * Should also be able to review and analyze the schedule and discuss with the team implications to the estimate. * Establishes and maintains cost databases and product line specific parametric analysis tools when assigned. * Collect, reconcile, and verify data for project option summary comparisons. * Applies unit rates (cost and job hour) to quantities and performs portions of the total cost estimate within a discipline using standard estimating templates. * Knowledgeable in the use of computers for executing work processes. * Knowledge/understanding of the engineering and construction management professions. * Knowledge of how to solicit and analyze subcontractor and vendor bids/scoping letters. * Experience in developing subcontract construction estimates. * Basic working knowledge of project controls and the contribution and impact that the estimate has on it. SKILLS & ABILITIES: * Ability to read/interpret blueprints, complete quantification of materials, and required labor needed to complete installation. * Ability to use strong interpersonal skills to work closely with all PMs, assistant estimator(s) and upper-level management. * Ability to work with time constraints. * Ability to prioritize and re-prioritize tasks. * Ability to work as a team member. * Ability to apply lessons learned as it relates to cost estimates, scheduling, quality control, etc. * Ability to learn new methods and systems. * Ability to communicate and effectively interact with co-workers, supervisors, and the general public sufficient to exchange or convey information and to give and receive work direction. * Demonstrated experience in a Windows Office environment and highly skilled with computers. SPECIAL REQUIREMENTS: * Valid driver's license. * Ability to pass a pre-employment background check MENTAL & COGNITIVE DEMANDS: * Must be able to read, analyze, and interpret data; provide response in a timely and professional manner; able to write technical reports, proposals, etc.; able to communicate clearly and succinctly on a basic and technical level. * Must be able to document issues and resulting resolutions. * Must be able to solve problems. * Must possess intermediate to advanced computer skills. * Ability to solve practical problems; ability to interpret and understand a variety of instructions furnished in written, oral, diagram or schedule form. PHYSICAL DEMANDS: * Ability to verbally communicate with, hear and understand others. * Ability to sit and/or stand for extended periods of time. * Ability to walk, reach with hands and arms. * Ability to perform repetitive movements of the fingers, hands, wrists and arms. * Must be able to lift up to 30 lbs. OTHER DUTIES AND RESPONSIBILITIES (include): Conduct business development as it relates to areas of expertise. JOB DIMENSIONS: Supervision Received: * Reports to the Director of Operations. Supervision Exercised: * None Interface Required: * Interfaces with all staff, project personnel, corporate administrative support staff, customers, and vendors. WORK ENVIRONMENT: While performing the duties of this job, the employee is exposed to normal office conditions. The noise level in the work environment is usually moderate.
